Over the last several days, Nova Scotians have heard a lot of speculation in the media about a spring election and they are likely to hear more in the coming days.
The spring session of the legislature will begin later this week and my government’s eighth consecutive balanced budget will follow. A balanced budget is a real achievement in these difficult times. Provinces such as Alberta, British Columbia and Newfoundland that were forecasting large surpluses a short time ago are now borrowing money to cover their deficits.

Last week, I unveiled my government’s three-year, $1.9 billion infrastructure plan called Building for Growth. Building for Growth is one of the largest infrastructure programs in our province’s history.
This investment will create a legacy of growth. It’s an investment in our people and our future. In the short term, it will create and maintain about 20,000 jobs. In the longer term, the plan speaks to our vision of what Nova Scotia can and will be in the years to come.

State of the Province Address
Thank you for that kind introduction, Paul.
I want to begin by thanking the Metropolitan Halifax Chamber of Commerce for once again hosting the annual State of the Province address.
Changes in the worldwide economy are cause for concern for all of us. So, I’m grateful to have this opportunity to reassure Nova Scotians that our province is well positioned to weather the global economic uncertainty. And to let people know that my government is prepared to take decisive action to help them through what will be a difficult time.
Premier Rodney MacDonald's Column
Global economic uncertainty has dominated the news lately. The unforeseen swings in stock markets around the world are a concern for all Nova Scotians, but with low unemployment numbers, steady job creation and a plan for balanced budgets, we are well positioned to weather the present global uncertainty.
The Atlantic Provinces Economic Council (APEC) Financial Outlook for 2009 forecasts that with my government's strong economic track record, the province's future looks promising.
Heat Smart
Thank you Pat.
Good morning.
What a beautiful Nova Scotia day! Unfortunately we've all noticed the days getting shorter and the leaves will soon be changing colour. It won't be long before winter is here.
Since last winter, home heating costs have risen dramatically. And some seniors and hard-working families will find it hard to make ends meet this winter. The gap between what they make and what it costs to run their household is getting bigger.
Premier Rodney MacDonald's Column
Halifax is a beautiful city, steeped in tradition and with a long and storied history. Nova Scotians are right to treasure that history, but it is a mistake to try to freeze the city in time.
Development is essential for Halifax Regional Municipality to grow, prosper and fulfill its great potential. In these times of economic uncertainty, the city of Halifax must move forward, not step back. That's why I spoke out against the decision to reject the proposed Waterside Centre at Historic Properties.
