&lt;p&gt;Over the last several days, Nova Scotians have heard a lot of speculation in the media about a spring election and they are likely to hear more in the coming days.&lt;/p&gt;
&lt;p&gt;The spring session of the legislature will begin later this week and my government&amp;rsquo;s eighth consecutive balanced budget will follow. A balanced budget is a real achievement in these difficult times. Provinces such as Alberta, British Columbia and Newfoundland that were forecasting large surpluses a short time ago are now borrowing money to cover their deficits.&lt;/p&gt;

&lt;p&gt;Last week, I unveiled my government&amp;rsquo;s three-year, $1.9 billion infrastructure plan called Building for Growth. Building for Growth is one of the largest infrastructure programs in our province&amp;rsquo;s history.&lt;/p&gt;
&lt;p&gt;This investment will create a legacy of growth. It&amp;rsquo;s an investment in our people and our future. In the short term, it will create and maintain about 20,000 jobs. In the longer term, the plan speaks to our vision of what Nova Scotia can and will be in the years to come.&lt;/p&gt;

 <title>Training simulator will enhance NSCC&#039;s Nautical Institute</title>

&lt;p&gt;The federal government announced today that they are bringing the simulator to the institute.&lt;/p&gt;
